President and Founder

Roy Ramthun is a nationally-recognized expert on Health Savings Accounts and consumer- directed health care issues. He led the U.S. Treasury Department’s implementation of HSAs after they were enacted into law in 2003. President George W. Bush then tapped Mr. Ramthun to be his health care policy advisor at the White House, where he developed the President’s proposals to expand HSAs while overseeing the implementation of the Medicare prescription drug benefit (Part D). As President of HSA Consulting Services, LLC, he continues to be an advocate for consumerism in health care and is a frequent speaker at conferences and seminars around the country.

Mr. Ramthun has over thirty years of health care and public policy experience, both in government and in the private sector. He has served on the staff of the U.S. Senate Committee on Finance and the U.S. Health Care Financing Administration (now the Centers for Medicare & Medicaid Services). He also spent eight years with Humana, Inc. Mr. Ramthun serves on the boards of several companies and foundations. He is the 2008 recipient of the “Pioneer in Public Policy” awarded by Consumers for Health Care Choices.

Mr. Ramthun holds a Master of Science degree in Public Health from the University of North Carolina, and a Bachelor of Science degree from the University of Michigan.

A native of Michigan, Mr. Ramthun and his family live in Silver Spring, MD (a suburb of Washington, DC). They have had an HSA since 2005.

Todd Berkley
Todd Berkley

Principal

Todd Berkley is an industry recognized leader on Health Savings Accounts and benefits.  As Principal of HSA Consulting Services, LLC, he continues to be an advocate for consumerism in health care and is a frequent speaker at conferences and seminars around the country.  He consults with many new and leading players in the CDH industry, contributes to AskMrHSA.com, a leading HSA educational site and published “The HSA Owner’s Manual”.  

As HSA Business Leader for OptumHealth Bank (part of  UnitedHealthcare) from 2005 to 2012, he was a driving force from shortly after start-up to making Optum a perennial industry leader in health accounts.  Later, he led Conduent’s BenefitWallet leader in HSA and other health accounts with more than one million accounts and nearly $3 billion in assets.  While at BenefitWallet, Todd won the WEX Health Leadership Award, recognizing his career leadership in the HSA industry.  

Todd is a former member of and current consultant to ABA HSA Council, Vice Chairman of HSA Research at EBRI , and has been an active member of AHIP HSA Leadership Council and ECFC Working group and other industry advocacy activities.  He was instrumental in helping the industry tell its story to key lawmakers, regulators and administrators during the health reform debate, helping to preserve HSAs growing impact in health care.

Todd’s career in consumer banking and investment product management and sales spans four decades and includes key roles at Magna Bank (now Regions), Norwest (now Wells Fargo), US Bank and Sit Investment Associates, Optum, Conduent’s BenefitWallet, HealthLucid, and Nexben ICHRA solutions.

Todd received his undergraduate degree from McKendree College in Lebanon IL.  He earned his MBA at the Harvard Graduate School of Business and is a past president of the HBS Club of Minnesota. A native of Omaha, Nebraska, Mr. Berkley and his family live in Minnetonka, MN. Todd’s family has been on an HSA plan since 2006 and owns more than twenty HSAs to keep a pulse on the latest developments at key HSA custodians.

Itamar Romanini
Itamar Romanini

Principal

Itamar Romanini has over 20 years of vast industry experience starting in 2000 managing marketing and technology for HSA Bank and being instrumental in building the bank’s brand and infrastructure. He was later named Chief Technology Officer and spearheaded the Bank’s product development strategy and technology enhancements. In 2009, as the Senior Vice President and Director of Marketing, Sales and Business Development, Itamar helped set the stage for HSA Bank’s national recognition as a leading HSA custodian, driving the addition of HRA and FSAs to the product mix, securing critical distribution channel partnerships, and positioning the company for substantial growth that transformed HSA Bank into the marketplace leader it is today. Itamar was HSA Bank’s Chief Strategy and Growth Officer during their largest growth years.

Itamar later joined an HSA startup, Bend Financial, as Chief Revenue Officer with responsibility over Marketing and Distribution (business development and sales), setting up sales and marketing teams and initiatives to get the organization recognized as a strong new high tech entrant in the HSA space, and building strong relationships with the health insurance community.

With over 20 years of experience in profitably driving strategic growth initiatives, successfully executing product development and technology enhancements, and driving organizational efficiencies and alignment, Itamar is a widely-recognized expert in the consumer-directed healthcare industry.

He received his undergraduate degree in Business Administration from CEUNSP University (Brazil), and his Masters in Business Administration from Lakeland University. He lives in Sheboygan, Wisconsin and has had an HSA since 2004.

Paul Verberne
Paul Verberne

Principal

Paul Verberne has been involved in the HSA industry since 2004, when he became counsel for HSA Bank (now a division of Webster Bank). He provided extensive legal and business expertise focused on the development and growth of Health Savings accounts while HSA Bank grew from $8 million in HSA deposits to over $800 million in 6 years, helping to define the regulatory and compliance parameters for the HSA product. Paul also contributed to the development of growth strategies and partnerships with health insurers, investment platforms and various banking and benefits administration partners to maintain HSA Bank’s leadership role in the industry.

In addition, he served as the bank’s liaison to the American Bankers Association HSA Council, where he helped draft and revise legislation favorable to HSA adoption and growth. Subsequently, Paul remained of counsel to the ABA HSA Council and worked with banking and technology companies to develop HSA product expertise and strategies. Paul also worked for Tango Health, which provides a patented HSA administration platform, by forging partnerships with leading HSA custodians and providing product expertise.

He received his undergraduate degree in Liberal Arts from the University of Texas at Austin and his Juris Doctorate from the University of Houston Law Center. He lives in Houston, Texas and has had an HSA since 2004.
